No. A PT PMDN (locally owned company) cannot hire foreign workers.
Indonesian law only allows companies with foreign ownership to employ foreign staff.

If you plan to hire foreign employees, you must establish a PMA (Foreign-Owned Company), as only a PMA is eligible to sponsor work permits and KITAS for foreigners.
