If you’re traveling to Indonesia, you still need to submit a Customs Declaration for the goods you bring into the country. What has changed is where you complete it: air and sea arrivals use the All Indonesia digital arrival form, while travelers entering through a land-border checkpoint (PLBN) use the Electronic Customs Declaration (e-CD).
This guide explains which system applies to your trip, what you need to declare, current passenger allowances, and what to expect when you reach Indonesian Customs.

Indonesia now uses different electronic customs channels depending on how you enter or leave the country:
- Arriving in Indonesia by air: Complete your Customs Declaration through All Indonesia.

- Arriving through a land-border checkpoint (PLBN): Use the official Electronic Customs Declaration (e-CD).

Both systems are free. For arrivals, you can start completing the form three days (H-3) before your scheduled arrival. Once you submit it, save the QR code and keep it ready for the arrival process.

What Is the Indonesia Customs Declaration?
A Customs Declaration is the official customs notification for goods carried by passengers or transport crew. It tells Indonesian Customs what you are carrying so officers can assess duties, restrictions, reporting requirements, or whether further inspection is needed.
Who Needs to Complete an Indonesia Customs Declaration?
In general, every passenger and transport crew member arriving in Indonesia from overseas must submit a Customs Declaration. This applies to both Indonesian citizens and foreign visitors.
The requirement still applies even if you have nothing unusual to declare. The form is how you formally report the goods you are carrying, and Customs uses that information to decide whether any further checks are needed.
And, if you are traveling as a family, you do not necessarily need a separate Customs Declaration for every suitcase. Indonesian Customs allows family baggage to be reported in one Customs Declaration document, while All Indonesia also supports group travelers. Just make sure the required details for the travelers and goods are complete.
How to Fill Out the Indonesia Customs Declaration Online

For Air and Sea Arrivals: Use All Indonesia
All Indonesia combines immigration, customs, health, and quarantine information into one arrival declaration.
1. Open the Official All Indonesia Form

2. Enter Your Arrival Details
Follow the form and enter the requested passport and travel information, such as your arrival details, accommodation, and accompanying travelers. Make sure the information matches your passport and booking.
3. Complete the Customs Declaration Section
Next, answer the customs questions based on what you are actually carrying. Depending on your baggage, you may need to declare goods above the applicable personal allowance, cash or payment instruments at the reporting threshold, excise goods above their allowance, restricted or controlled goods, commercial goods, temporary imports, or devices that require Customs Реєстрація IMEI.

4. Submit and Save the QR Code

What Should You Declare on the Indonesia Customs Declaration?
- Duty-Free Personal Goods: General passengers receive an import-duty exemption for personal goods with a customs value up to USD 500 per person per arrival. Transport crew receive a USD 50 exemption. For personal goods above the allowance, the excess is subject to 10% import duty plus applicable VAT and, where relevant, luxury-goods sales tax.
- Tobacco Products and Alcohol: Passengers aged 21 or older may receive an excise exemption for up to 1 liter of alcoholic beverages. For passengers aged 18 or older, the tobacco/e-cigarette exemption follows alternative limits: up to 200 cigarettes, 25 cigars, 100 grams of sliced tobacco, 100 grams of other processed tobacco, 140 solid e-cigarettes or 40 capsules, 30 ml of open-system e-liquid, or 12 ml of closed-system e-liquid.
These are not cumulative allowances; if you carry more than one type of tobacco product, the exemption is calculated proportionally. Excess excisable quantities are destroyed by Customs.
- Cash and Payment Instruments: You must declare cash and/or other payment instruments worth at least Rp100,000,000, or the foreign-currency equivalent. Do not rely on fixed USD, EUR, AUD, or GBP conversions because exchange rates change. Foreign banknotes worth at least Rp1,000,000,000 are subject to additional restrictions and Bank Indonesia approval requirements.

- Narcotics, psychotropic substances, precursors, certain medicines, firearms, air guns, sharp weapons, ammunition, explosives, and pornographic objects or publications may be prohibited or subject to specific controls or permits.
Indonesia Customs Declaration Process on Arrival
When you arrive in Indonesia, keep the QR code from All Indonesia ready if you came by air or sea, or the e-CD QR code if you entered through a land-border checkpoint. Customs may use your declaration and risk assessment to determine whether further inspection is needed.

After submitting the correct form for your arrival mode, save the QR code on your phone. At the relevant customs checkpoint, the QR code can be scanned to access the declaration you submitted.
2. Customs Inspection
Depending on your declaration and Customs’ risk assessment, you may be processed through the green channel or directed to the red channel for further checks:
- Green Channel: You may be cleared without a physical inspection, but Customs officers still have authority to inspect baggage.
- Red Channel: You may be directed here when your declaration or Customs’ risk assessment requires further examination.
3. Paying Duties and Taxes
For ordinary personal passenger goods above the USD 500 allowance, Customs applies a 10% import duty to the excess value, plus applicable VAT and, where relevant, luxury-goods sales tax. Customs will assess the amount and provide payment instructions.

Penalties and Consequences for an Incorrect Customs Declaration
It is important to separate an incorrect Customs Declaration from the violation behind it. Indonesian Customs states that PMK 203/2017, as amended by PMK 34/2025, does not set a specific standalone penalty simply because a passenger did not report goods correctly in the BC 2.2 Customs Declaration.
However, that does not mean an incorrect declaration has no consequences. Indonesian Customs warns that an incomplete or inaccurate declaration may lead to a more detailed customs examination. If officers then find goods that exceed an allowance, duties and applicable taxes can still be assessed.
More serious consequences can apply when the underlying goods or conduct breach other customs, excise, cash-reporting, import, quarantine, or criminal rules. For example, failing to declare or underreporting reportable cash or payment instruments can trigger a 10% administrative penalty, capped at Rp300,000,000. Restricted goods may require permits, prohibited goods can be subject to enforcement action, and excess excisable quantities may be destroyed.
