Den heter <strong>DPKK<\/strong>, som st\u00e5r for <em>Dana Pengembangan Keahlian dan Keterampilan<\/em>. P\u00e5 engelsk betyr det <strong>Fond for kompetanse og utvikling<\/strong>.<\/p>\n\n\n\n<p>Denne avgiften hjelper indonesiske myndigheter med \u00e5 utdanne lokale arbeidere. Det er en regel som er fastsatt av arbeidsdepartementet. Alle selskaper som ansetter en utenlandsk arbeidstaker, m\u00e5 betale <strong>$100 hver m\u00e5ned for hver person de ansetter<\/strong> fra et annet land.<\/p>\n\n\n\n<p>DPKK er ikke valgfritt. Den st\u00f8ttes av <strong>Arbeidsministerens forskrift (Permenaker) nr. 10 av 2018<\/strong>, som forklarer hvordan du utf\u00f8rer prosessen.<\/p>\n\n\n\n<p>Her er hva loven sier i enkle ordelag:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hvis en bedrift \u00f8nsker \u00e5 ansette en utenlandsk arbeidstaker, m\u00e5 den f\u00f8rst sende inn en arbeidsplan som kalles <strong>RPTKA<\/strong> (Plan for plassering av utenlandsk arbeidskraft).<\/li>\n\n\n\n<li>Men f\u00f8r RPTKA kan godkjennes, m\u00e5 selskapet betale <strong>DKP-TKA<\/strong> avgift.<\/li>\n\n\n\n<li>Denne avgiften er <strong>USD 100 per m\u00e5ned per utenlandsk arbeidstaker<\/strong>, utbetalt p\u00e5 \u00e9n gang for hele arbeidsperioden.<\/li>\n\n\n\n<li>Det er bare <strong>arbeidsgiver<\/strong> betaler denne avgiften. Den utenlandske arbeideren betaler den aldri.<\/li>\n<\/ul>\n\n\n\n<p>N\u00e5r avgiften er betalt og bekreftet, kan Ministry of Manpower g\u00e5 videre med <strong>godkjenning av RPTKA<\/strong>. Dette trinnet er superviktig, <strong>Det finnes ikke lenger noe \"Notification Letter\" slik det gjorde tidligere<\/strong> under eldre regler. Denne delen av prosessen er fjernet i den nye forskriften.<\/p>\n\n\n\n<p>DKP-TKA er heller ikke bare en vanlig avgift. Det er en del av det myndighetene kaller <strong>statlige inntekter utenom skatt<\/strong>. Men <strong>hele bel\u00f8pet m\u00e5 betales p\u00e5 forh\u00e5nd<\/strong> f\u00f8r arbeidstillatelsen (meldingen) kan utstedes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\ud83c\udfe6 Hvor g\u00e5r pengene?<\/strong><\/h3>\n\n\n\n<p>Denne avgiften er ikke en skatt. Det er en <strong>Offentlige inntekter utenom skatt<\/strong> (kalt <em>PNBP<\/em> i Indonesia) som samles inn av arbeidsdepartementet. Pengene g\u00e5r inn i et nasjonalt fond for \u00e5 st\u00f8tte <strong>oppl\u00e6ring og kompetanseutvikling<\/strong> for indonesiske arbeidere. P\u00e5 en m\u00e5te bidrar det til \u00e5 balansere ansettelsen av utlendinger ved \u00e5 styrke den lokale arbeidsstyrken.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\ud83e\uddfe Hva er den til?<\/strong><\/h3>\n\n\n\n<p>DKP-TKA-betalingen er et av de viktigste dokumentene som trengs for \u00e5 f\u00e5 en <strong>gyldig arbeidstillatelse<\/strong>. Uten betalingsbevis vil selskapet ditt <strong>vil ikke v\u00e6re i stand til \u00e5 fortsette programmet<\/strong> prosessen. Hvis du ikke betaler, blir ikke tillatelsen utstedt.
